The clock indicates the state of the tide and the number of hours remaining before low/high tide by a series of light spots. Located in the middle of the Place Colbert, the Tide Clock is a world first. It indicates the number of hours remaining before the next tide. For example, if there are 2 spots lit up on the side of the rising tide, it means that 2 hours remain before the high tide.
